Congress. House. SBIR was created by Roland Tibbetts at the National Science Foundation and signed as a Federal-wide program in by Ronald Reagan. SBIR programs have awarded over $43 billion to research-intensive American small businesses. Theengineers and scientists involved are one of the largest STEM talent concentrations in the world.

The U.S. Department of Transportation’s (U.S. DOT) Small Business Innovation Research (SBIR) program recently awarded three small businesses with Phase I. SBIR & STTR are often misunderstood and mis characterized programs, even by those who have attended the National SBIR Conferences.

Although many forces are at work to perpetuate this situation, most of the problem can be traced to the naivete of the potential applicants hearing the SBIR presentations by the federal agencies.
